For a puppy (which I have yet to have) I would have everything in the pen. Piddle pads, bed or open crate, and food and water. For an older pup, which I had, (12 months) I made the pen much smaller that held his bed and food and water bowls. He was outside potty trained and we had no need for piddle pads. (at that time)
