I think trying to continue to contact her, and threatening legal action to get information is a very good idea, if nothing else that 'breeder' needs her life made hell for what she did to those poor pups.
When you go to the vet, he'll hopefully have some more advice on what to do to help you get a handle on those poor little ones. And skin conditions are common if dogs aren't cared for and just breed. Good luck, sorry you had to find out all this the hard way.

But I am glad those doggies are out of that breeder's possession.
