No. A DVM must be on site for my dogs to be vaccinated. I wouldn't purchase from a breeder that gives vaccines either.
There are so many brands, variables, and schedules floating around..plus the safety risk. I've seen many bad protocols by breeders online. No thanks. I don't consider it anymore acceptable than vaccinating a child without somebody on site trained in doing so.
Some vets won't accept vaccines given at home and insist on redoing them..as they should.
