I know it's a hard call and I agree with a lot of what you are saying also. My hope would be that the vet or someone in their office spend time talking with the pet owner and giving them all the options if they do not feel an animal should be put down. If they feel the owners should not have the animal then they should call animal control, it's a fine line and can easily be stepped over if we let them take these kinds of things into their own hands.
