As Gemy indicated too, we have to be mindful of doggy language. The way we often physically communicate as humans is considered aggressive to dogs. Going eye to eye, nose to nose, even in a loving way, is considered aggressive to the dog. I made the mistake of locking eyes with a Yorkie competing at a show (I was really studying how the facial hair is combed/parted around the eyes). The dog's owner corrected me right away.
