From the short tutorial on chiropractic care in infants and the Activator I just had, the Activator is not a technique used by all chiropractors. One study states there are 150,000 DC's that are trained in this technique. Some do not agree w it. Some perform manual "fingertip" manipulations on infants. The Activator is a device that emits 0.3 Joules at certain points on the body.
There is also a correlation between neck manipulations and stroke, actually studied by the american neurologists (and I think Canadian).
