It's ALWAYS the kid that doesn't have pets that are like this. The parents do not and sometimes cannot teach them the proper way to be around dogs.
Of course it typically goes much deeper than this that I won't go into, but I'm with you 100%.
And I'm sure if you had spoken to the parent, they would have given you a "mind your own business/don't tell how to raise my kid" BS... :/ Sorry you were in this situation.
