Mine 'fluff' the covers (and pillows) up, too, especially Mia, who works on them quite a bit to get them right. lol A few days ago, she actually peeled the covers off DH while he was sleeping trying to get 'her' covers situated for 'her' comfort. When she that, he got cold and woke up to find her still tugging and pulling, nosing, and 'hopping' and pawing at the covers. lol

It does sound like marking to me, however...a "just so you know...I was here first and this is mine" behaviour. They have a 'happy' spray for cats...don't know if there is one for dogs, however. Maybe 1 bed is your answer. I have seen instructions for how to make a dilution spray, too...for cats, to stop marking. Good Luck!
