One Yorkies are mostly small dogs. I had a Doberman years ago and of course I would not use a pee pad but she was an excetional dog, never messed in the house.
Two. I wouldn't think of putting a little yorkie out in rain, freezing snow or a hurricane so I will try to keep her on pee pads and when it gets nice I may put one on the patio. Our yard is too large and we have a woods behind us with all kinds of wild animals that come into our yard so my son enclosed our patio with a fence. Our little Dee Dee we lost wanted grass so we put a grass rug on the patio and that is the part she used. Then we washed it down.
Third: Most all dogs loose bladder control when they get oldelr so what are you going to do get rid of them? To each his own. I will be no ones judge but you have to use some commons sense. All things fall into play and what works for one may not work for the other.
I still don't see how using a peed pad of material would be sanitary, they have to go into the washer and the pee pads have an odor to bring the dog to them and you just throw away.
