I have a ShihTzu who does the Exact same thing & it is very stressing both for him & me. I tried everything & found the only thing that helps is metamucil in his food each meal. Anal problems are most often caused by allergies to something. I know with him it's seasonal & it gets bad, I have never seen anything like it before. His little bum hole gets very red & irritated as well & I have to put neosporin on it. Dogs also get anal fissures(sp) and are Very painful, you may need to have your vet check for that as well.
