I also had trouble with my puppy when he was 11-13 weeks with going outside in safe yards before he finished his vaccines. He just would not go. Then I took him to my aunts backyard and she has german shepards. After he watched the big dogs go he mimicked them and now he goes outside on walks. He sometimes still has accidents but at 18 weeks now he is pretty good at going on the pads inside or in a backyard or walk. He still has mistakes 1 out of 9 times or in a new house when visiting. U really have to watch them like a hawk for the first 4 months. And reward them when they go on their pads every time. Put them on leash even indoors so they don't run into the corner and potty when you aren't looking. Reward and praise on pads or outside. Always reward!
