I completely agree that NO pet should be left outside unattended be it dog or cat. As such, I also believe that if you make all the right precautions, then it's fine for them to step out for a few moments and come back inside.
I live in an apartment and what I've done is completely close off the areas where anyone can escape. If someone wants to get in, they'll have to climb over our fence after climbing over a 10' hedge
Chicken wire and netting and close off the top and the sides so that little birds can come inside and leave quickly, but nothing else can come in.
Another name for such a place is called a "catio" which is really popular amongst many cat owners. And works fabulously for both of my babies.
