It understandable that your pup isn't pottying outside in the rain. I know I wouldn't lol.

In your case I would suggest indoor puppy pads for bad weather and outdoor training for when the weather is better. That way he won't track mud or get wet. It's really your call. Tessa and Daisy does both and are trained to potty on command. Your baby is still a puppy so I wouldn't worry. Be consistent, it's also a lot of trial and error. Hope you find a solution!
