I use Newspaper instead of a Pad, it's a lot cheaper, and from what I see, they don't care.

I too have the Paper laid out in front of the Doggy Door from the Utility Room to outside. The Door is open most of the time, and when it's not, they have at least tried to exit to Potty.

I don't think that having multiple places for this would be is a good idea for me, and, the times that mine have used a Throw Rug, I just picked it up (washed it) and didn't put it back down for a couple days. Now, mine don't go anywhere they aren't supposed to. (Have a 3yo and a 1yo)
