Default What age did you start fixing their hair?

Our new puppy, Hunny, is 12 weeks old. I started combing her hair when I fix Holly's. I want her to be used to it by the time she has a top knot. It took me months of persistance to get Holly to let me fix hers. She will just now sit and let me fix it with anticipation of a treat. As soon as I am finished, she begs for the treat. It's actually quite cute!

So, to get on a routine, after I fixed Holly's each day, I will brush Hunny and comb around the top knot area to get her used to that. Well after only 3 days she has figured out that a treat is coming and she will not stop wiggling and crying while I'm combing her making it nearly impossible. Am I starting too young or do I just need to ignore it and keep working at it and not give her a treat until the end?
