if he seems to know to use the pad, perhaps you could bring that outside. Also if you are training him to go outside, you might want to try using bells. I have a ribbon on my door with several jingle bells at the bottom, each time I would take Lola outside to potty I would hold her paw to the bell and ring it several times and say Lola go potty, it took over a month but she started ringing it herself. Now at a year she rings it everytime, and sometimes with a vengence if she thinks I can not hear her. when traveling I bring the bells and she rings them where ever we are. A few days ago I knew she had to go bad and as she headed towards the door, I realized the ribbon had got caught so the bells were stuck on the outside where she could not see them.I had to laugh because she turned and looked at me with such panic in her eyes, you could just see her thinking, Oh chit, where are those bells, Moooooooooom what should I do, much to her relief I opened the door to let her out. If you do decide to use the bell, there will be times that you dog will ring it just to go outside to play, I can usually tell when that happens so I either ignore it or put her out and give her only a min to pee or poop, then bring her right back in. good luck, yorkies and other small dogs (for the most part) are way more challenging to house break than larger dogs
