If you think his breathing is being effected, I would definately take him to the vet asap.
I would also keep a bowl of water down for him and try to force him to drink. It seems odd to me that your vet told you to put his water up (i understand putting his food up) but not water, just because they can get dehidrated very quickly.
Also try putting down some plain boiled chicken and white rice (it should calm his tummy and put something in his stomach). Has he only thrown up once today? and does he have diareah?
I hope he feels better!
