I re-read your post and see you are using pads indoors too. Limit his roaming space while potty training. Have that pad really close. Make sure he doesn't have to travel across the house to get to it. Supervise him very closely, and when you can't watch him, confine him to an xpen or a small gated off room with his pad.
Once again, praise him profusely when he successfully hits the pad and give him a little treat. Really go nuts and throw a party!
