That's the thing about how she looks. She probably was just out at first having a little fun. Romping and playing, got into a little dirt chasing a bunny and poof you have the after picture. I remember when my three escaped for the yard last year. They were going for less than 45 minutes and looked like puppymill dogs on their release
If it wasn't for being able to find them quickly and having collars and tags who knows what they would have looked like to a strange after a few hours. There are several things that I feel very strongly about and assuming that a disheveled looking dog is neglected is one of them. The other is making sure that you always have a collar and tags on your pets at all times. It is so important and I will preach about this in an unending fashion
