Yes, I'm not sure if it works the same, but we defiantly have a similar system to your small claims. We don't even just have one registry- we have the uk kennel club And Irish kennel club! But if the ad only said registered and not kc reg then it's more likely to be dlc (dog lovers club- similar to your continental vs American kc).
It would depend on how many dogs she has and how she has them licsenced, but it would certainly be worth talking to the dog warden of her area to see if she can be held accountable for something!
