I realize breeders have unspayed females around but I would not take the chance with a pet. I had a 6 month old female Maltese that almost died during her first heat because of an infection. It happens and it can happen at any time, young or old. While the male may need surgery it is not something that cannot wait. I would spay that female at a place that has more reasonable prices. $1000.00 is way out of line for a normal spay. They should have spayed her during her last C-section. Then it would be over with. Personally, I don't think that a dog that requires c-sections to deliver should even be bred.
