I am confused as to why it was safe for her to have 2 litters of puppies at 3.5 lbs via C-section but not that she is no longer breeding you say it's not safe to spay her. A C-section is much more risky than a spay. She needs to be spayed and loved as a pet. She was entirely too tiny to have been used to breed in the first place.
