I think they just have to get used to it. I believe it has to be part of their routine.
At least that is my opinion. How old is she? Have you been putting bows in very long? I put clips in Rosie's hair and use the bows for special occasions. The clips are much easier to put in their hair. I do it every morning. It is just part of her brushing routine. Maybe try some of the clips? I know the toplinepets.com have some of them on their site. Hope this helps.
