I am very sorry your baby is hurt, and I understand not having the money for an expensive surgery. However, to the best of my knowledge, your baby will suffer without the surgery for his lung and may not recover. Pain meds and bed rest are not enough.
If I were in this position, I would surrender to a rescue to get my injured pup the help he desperately needs to heal and to not suffer.
