I had absolutely horrible flea problems with my pets when I lived in California. Almost everyone there with pets has their house and grounds sprayed monthly.
Here in Spokane (with cold winters) fleas are almost unheard of. But - I certainly can understand having problems with them.
If you can't control them (please do whatever your vet advises) - you'll just have to get professional help - spraying, etc.
