  I think you should try some professional training. Sometimes the problem isn't something you can fix alone. Telling her no and putting her in her crate defeats the purpose of the crate. Small dogs naturally take longer to potty train but she seems to have a submissive pee which appears more like urinary incontinence. Have you thought of taking her to the vet? Sometimes physical problems manifest emotionally in animals. If she is clear then you guys definitely need to take the training route. One thing that is highly recommended are walks. Leash training will help a lot and avoid her running after others. Also, she might be a high energy dog who is going crazy because she isn't getting enough exercise. I'm not familiar with your case but I would not add another dog, it would just make things worse. 
 You're probably just really stressed out with her at the moment but need to calm down. My dogs cam sense when my hubby is in an awful mood. If she senses that the fear might prevent your training from being successful.
