I agree that this isn't the most responsible breeder in the world. But if I'm reading things correctly, the original contract required a spay before papers were produced. The fact that she's willing to sell them now for extra $ doesn't speak all that highly of her ethics, but neither should she be expected to hand them over just because a 4th owner wants them. Personally, I would have told the new owner "tough luck".
