So, the breeder sold the dog on a limited registration pending a spay. The first owner didn't comply. Now you, the 4th owner want the breeder to cough up breeding rights to the girl. Am I understanding this correctly?
It seems pretty simple to me. The breeder did nothing wrong with selling the dogs without the papers on condition of a spay. It's what responsible breeders do to control their lines. If you want the rights and she's willing to sell the to you, then you have to buy them at the price she set. She's under no obligation to sell them to you, as her contract was never with you.
