I think you are missing the point. Someone is placing poisoned food inside of a fenced in dog park. Where dogs are off leash. They are dogs and they explore with their noses.
Sugar most likely wouldn't eat something she found on the ground because she is so very picky , but it sounds like you are blaming the owners who "allow" their dogs to roam off leash in a dog park.
Why no reaction about the poisoned food?
