Looking for an update on this little guy.

It is very important that you actively look for this dogs owner whether you feel that he was properly care for or not. I can state for a FACT that it does not take much for a lost dog to look totally disheveled after being lost for even an hour.

In the City of Chicago there are laws in place that state you need to actively look for the dogs owner. They are probably frantically looking for their lovely dog. Stating that the harness was on too tightly and his hair looking a little unkempt does not make a neglected pet.

Almost 2 years ago my son was having an issue with his truck in the morning and had the gate open and I didn't realize it. I let all three of mine outside they all took off. They were only missing for less than an hour but looked like orphans when I finally found them. If someone would have judged me by their appearance I would have never got them back. Many people here on YT argue that collars w/tags are dangerous (I firmly believe this untrue) and other have argues that chipping is cruel (nope). Many other even argue that their dogs are never left unsupervised. All of these things do not make a bad pet owner.

I've check Craigslist for Lost dog ads as well as Found dog ads and have found nothing. If you are not going to actively look for the owner you need to bring him to the local shelter and drop him off. There is ZERO CHANCE he will be euthanized so please do not give this as a reason for not allowing him the chance to be reunited with his owner.
