Well, it is best that they are seen to rule out serious issues (and absolutely necessary now that there is wet congestion). Some vets aren't going to want to see them right away though because it's self limiting (if no secondary infection) and it's a good way to spread germs. So if there was a known exposure, it isn't totally wrong for them to have you wait if out.
Now an antibiotic will likely be given to treat any secondary infection present. Depending on age, this could include zythromax, doxycycline, cephalexin, etc. They may also give or have you buy cough syrup. I'd take their recommendation on that. My vet uses Robitussin. Worked well for my pups.
