I do agree that the dog should not be in place of a carry-on, I pay 200 dollars to take my dog with my, no complaints- but I shouldn't also have to then pay to check my luggage. I think since there is a small limit for pets and a huge fee, it should in no way affect your luggage restrictions as well.
