Yes, most yorkies are very much people pups. Mine follows me everywhere and likes being near me whenever I'm home...my lil shadow.
I'd get him neutered if marking is a problem. Is there a medical reason you haven't had him neutered already? Have you tried using belly bands in the meantime?
