I know this problem well, and Brooke Lynn is now 13 months.

( The problem was - we had an old poodle with a traumatic brain injury (came to us that way) and she was never to be housebroken, so we had towels and pads down - at first, when Brookie was small, we let her use those, then 6 months later, when we changed the rules ... yes, that did not go over well. I had her on a leash with me or in her pen all summer - three months, and still - she's unreliable.
We just lost our little old poodle last week, so next she goes back on the leash/in the pen and back to me taking her out every three hours ... I'd determined to get her reliably housebroken, but our circumstances have made it really difficult.
If I had it all to do over again, I'd never let her potty inside - not once. But it was winter and she was tiny and .... live and learn. It was a mistake!
