Levi does this too, and it's one of the million little things he does that just make me wanna squeeze him! His little tongue and bottom lip quiver like crazy when he's excited - like when I am holding a good toy or treat, or about to feed him, or if I'm holding his leash.
He just gets SO excited and it's the most adorable, precious thing ever.
