My only suggestion is that in order to keep her busy, rather than putting a single treat in the kong, try putting some good wet dog food in there. I do that with Oz and it keeps him busy for some time. I usually fill it (he has the smallest size kong), then shove a small treat right in so its totally covered up. However, once he's done with his kong he just lays down and doesn't play with anything, even though I have toys and chew stuff for him in there as well as his water and food. I also notice that he only whines when he's in the playpen AND we are there. I think he's saying "hey, you're here, I'm here, why aren't we together???" If he thinks he's alone, he's quiet as can be.
For the kong, I'm sure you could use other things too, like frozen peanut butter or yogurt, etc. Anything so that she has to lick at it for a while.
