Angry This worries me.

There's a border collie that lives in my apartment complex that always looks like shes gonna attack my Lola. She belongs to a handicapped man in a powerchair, and though shes leashed I get upset seeing her walking because he lets her walk with the leash on the ground sometimes. I've taken to picking Lola up the moment I see her and cutting our potty time short, but I'm afraid there's gonna be a time where I don't spot Boomer ahead of time and her leash wont be on. I'm wondering if there's anything I can do. I know if Boomer attacks Lola it'll be bad. She's picked fights with my lab before I don't wanna see my little baby get hurt.
