I would suggest that you don't react/reward Capone's stand-offish behavior by petting him and or giving him treats while he is acting this way. I would continue in a life is normal manner and let him come to terms with his new family member. This isn't being mean or cruel, it is giving Capone the opportunity to overcome his issues and allow him to grow in a natural way.

Capone will feed off your emotions - if you feel guilty about bringing a new dog into your family, Capone will certainly take advantage of the situation.
