Conversely, couldn't you also say it speaks volumes about her lack of respect about his feelings? He didn't want a dog, she knew that but snuck one in any way. Not everyone is a dog/cat/kid person and they shouldn't be forced to accept something just because their partner wants it and is sneaky.
