One thing you shouldn't do is let them out when they are whining. This will give him the impression that he'll be let out if he whines so he'll keep doing it. My boyfriend let Geno out of the room one night while he was whining since I was trying to go to bed early. So for the next few nights after that, I had to deal with him crying for an hour by the door. My boyfriend asked me if he should let him out and I said no. He needs to learn again that allowing him out will make him think he'll get out when he cries. We had him on a good routine of going to bed with mommy so we had to get him back into it. He's good now. So yes it takes time, and patience. LOTS of patience!

Something I read on here that I thought was really good advice is to take him on a walk before bedtime if you can or even have some hardcore play time with him before bed! Some YTers have gotten one of those heartbeat dogs. They are stuffed animals that have a battery powered beating heart in them. Puppies are suppose to associate it with sleeping with their litter mates since they feel/hear their litter mates heartbeats while they are snuggled up with them. You could try that.
