That is illegal per AKC rules (I believe). But it smacks to me of pennypinching attitude. What I would ask myself is what other short cuts would this breeder take in order to save a buck? No pre breeding tests? No OFA's no CERF"s, no LP examinations, no BATS?, no tracking of the health of her previous litters? No scrutiny of her line and the health problems within it?
