If the mom didn't come with papers then there is no way you can possibly register these pups unless you go with a registry that will take anything and then what's the point? It would just be a piece of paper that isn't worth anything.
You don't need papers to find them homes. You shouldn't be selling them for much anyways since you don't know the mother's background at all or potential health problems these pups could have. Just find them good loving homes where they will be cherished as pets.
