did they say why they haven't sent them off?
honestly, there is no reason whatsoever to Not register pups if everything is correct... so i always advise against it- even for a pet.
here, only one litter per year per dam can be registered, and only 6 (soon to be 4!) per lifetime, so unreg pups here are a Huge red flag for over breeding their dogs, but i believe it is different over there?
breeders are able to breeding endorse (limited reg) the pups papers if it isn't breeding quality, which means its pups cannot be registered; so if everyone buying a pedigree looked for papers, then it would eliminate a Fair few inherited ailments- and improve the breed over all for everyone.
if they haven't registered, what did they say on health testing?

may i ask why you decided against honeybee; did they just not 'fit' you?
