Question What would you do?

So, next door to me is a younger couple (mind you I'm 23 and I think they're just a little bit older then me) who are not married and both him and her own a seperate house. Not that this bothers me but to make a long story short cars are constantly coming and going out of the house, I guess the guy who owns it has a younger brother that lives with them too. In other words they're young, having fun, always going places, etc. Anyway to get to the point, they have a beagle.
Now, I'm an animal lover to the extreme, and my heart breaks saying this, but I'm starting to wonder if the beagle is treated that well. According to the "subdivision gossip" and the owner himself (granted it's his side) the ASPCA has been called on him becasue a neighbor witnessed him kicking the dog out of the house for vomiting on the floor. To quote my neighbor, " I didn't really kick him, I nudged him outside because that was the icing on the cake for my bad day."
Now this beagle, and I'm sure most of you know beagles, likes to howl and likes to roam (aka walkies) well I never see this dog out for a walk. Nope, instead the owner lets him out at 5 am where he'll howl from then until about 8 am (mind you our bedroom window butts right up to their backyard fence). Then he'll let him out again from 10 pm until about 11 pm. And he starts howling and howling. I try to take Gizmo out and since this damn dog is howling he can't focus to do his business. Gizmo used to in the morning start barking too, but now just sleeps through it because it's so fricken early. This has been going on since we moved in back in Feb.
Today I guess was my breaking point. The dog was out at about 9:45 and was howling. At about 10:45 I finally called the police and was asking what my options where when they finally let the dog in. I was told that next time it happened to call them, and the'll go over there and talk to the owners.

Did I do the right thing?
