It maybe illegal but I am the type of person who would go to jail to save an animal. More then likely it would be a fine more then anything and if it wasn't I sure you could make a judge or jury feel bad for this poor dog and they should. Animals do not have a voice and someone has to be there voice. I think reporting her would be the best thing and letting spca take care of it but if they don't I would try to do anything I could to save the poor dog.
