I'm in Texas...we have heat ALL the time..if we are lucky it varies a bit..but it is still mostly hot! If I am really hot, the dogs must be too! We use the A/C most of the year, but when outside and the dogs are in a lot of sunshine, I make sure there is not only cool water avaliable, but we use a kiddie pool under a deep shade. Not all of the pups LAY in the water (I have one that completely submurges herself in water), some just wade in it, but it keeps them cool. With our heat I couldn't leave the pups in the house without a/c. Heck people here die from lack of a/c...so I just keep myself comfortable and if I am..then the pups are too! During Rita (the hurricane) last year we were without power for 2 days. We put a fan on in the kitchen and dogs did great (I melted!). So I really believe do what YOU are comfortable with. If you are comfortable with a certain temp..your babies will be too. Just leave lots of water for them.
