Yes but there are stipulations that go with the leash law, like someone or something must be attached to the other end of that leash at all times. As for denial, Take pictures. Tell Animal control about this pup & the other pup that you mentioned who disappeared. Animal control has heard all the lies & excuses before, let them take care of it. I have called Animal Control several times & always got satisfaction.
