You are tender hearted and just seeing a Yorkie who is a mess breaks your heart. But, I wouldn't have said anything either. It is different if you know the person and the dog. As most of the posters pointed out, it could be a one time thing.
If you came to my house today you would be shocked. I have been stuck on the bed or sofa since my accident Sunday. (Hubby has been out of town for a month.) Anyway, Ginny Joy decided to chew on bark mulch and dig a body sized hole in the yard. Then she came in and gulped water. I could see muddy water drip off her beard. This morning she was brushed, had a Foofoo bow and looked adorable. Abba chewed mulch too and and just shook and showered the floor with (dog safe) wood pieces. Sigh... So even a picky, crazy, dog lady, like me can have a messy dog , for a little while.
