Well you dont know what had been going on in that ladys life lately that maybe she hadnt taken her dog to a groomer and lack of grooming unless there is bad matting isnt neglect. I would say something but be tactful and as kind as you could be. It could be that she is really distressed that her dog needs a grooming or she could be someone that doesnt take them to the groomer you never know which way it is |
