Very hard to know the situation with a stranger. Maybe this is just right before her grooming and the woman had to run out for something and you just caught the pup on a bad day. Unless you see them again and this is the regular state of of the pup, I probably wouldn't have said anything.
One time I ran through the drive-thru of a local diner (where I'm a regular wednesday visitor for their potato-cabbage soup) and ZoE was looking a lil rough after a day of playing outside and the guy asked me I had had gotten another dog..lol But the next day, after a bath, nail trim & new bow she was back to her beautiful self.
